Mr. Buckner has 21 years of experience in the project management, packaging, quality assurance for the classification and transportation of all classes of hazardous materials, hazardous wastes and mixed hazardous wastes for the US Department of Energy and the US Department of Defense. He was the Transportation Program Manager and hazardous materials packaging and transportation Subject Matter Expert at the ETTP, Y-12, ORNL, Paducah and Portsmouth Gaseous Diffusion Plants for 10 years under the Bechtel Jacobs contract with US Department of Energy’s Environmental Management Program.
During his tenure, he managed an average of thousands, in commerce, full truckload shipments of hazardous material and mixed waste shipments per year from these facilities. He has executed registrations and corresponds with senior level managers of the US Department of Transportation, Federal Motor Carrier Safety Administration, Pipeline and Hazardous Materials Safety Administration, Environmental Protection Agency, Department of Agriculture and the US Department of Energy’s’ Environmental Management, National Nuclear Security Administration and Office of Science programs.
He is a subject matter expert in the startup, operation and maintenance of transportation "Principle Place of Business", which contain records relating to driver qualification, drivers hours-of-service, vehicle maintenance files, hazardous material shipping data, and training. He has successfully authored and executed numerous Transportation Documented Safety Analyses required by Title 10, Code of Federal Regulation under Part 830 for Category I, II, III nuclear material. He authored, submitted and received numerous Special Permits from the US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration.
Mr. Buckner was the Program and Project Manager for the initial concept, design, installation, testing and operation of the RFITS onsite shipping system, which came on-line in March 2009. The RFITS system has produced over 53,000 full truckload shipments to date. He has served honorably for over 21 years in the reserve component of the United States Army, 10 years as a Nuclear, Biological and Chemical commissioned officer and 11 years as a Nuclear, Biological and Chemical senior non-commissioned officer with multiple overseas deployments to Iraq for Operation Iraqi Freedom.
