Tammy Pressnell – CEO

Tammy has more than 20 years of combined transportation management, materials disposition, and waste management experience. She has shipped and provided oversight for the disposition of approximately 1.5 million yd3 of material and waste. She shipped the first Department of Energy (DOE) mixed waste stream and radioactive shipment at Envirocare 1992 for which she received a DOE Certificate of Accomplishment.

Mrs. Pressnell has hands-on experience from material disposition of numerous waste streams from various facilities throughout the U.S. She prepared and executed planning documents, waste profiles, determination and classification of material, packaging, transport (by air, highway, and rail), traffic management and logistics, and completed shipping documentation.

On the FUSRAP project with Bechtel National she served as the transportation program manager and is credited with saving DOE more than $700,000 when she identified duplicate billings from the intermodal containers provider. She has also evaluated other motor carrier’s ability to transport radioactive material and hazardous waste for DOE and its contractors.

Mrs. Pressnell is recognized as a Subject Matter Expert (SME) in her field and utilized as a resource by Bechtel Jacobs Company where she served as the Transportation Program Manager, Department of Energy WESKEM, Security Consultants Group, and multiple other motor carriers for regulatory research and interpretations of federal regulations. David Pressnell - Vice President

David Pressnell - Vice PresidentDavid Pressnell has 22 years of experience covering a wide range of management and waste management positions including operations, transportation management, radioactive materials compliance specialist, data verification and certification, quality assurance engineer, transportation logistics coordinator, bar code engineer, as well as field and construction oversight.  David has managed and participated in projects involving the decontamination and decommissioning of government and private facilities, treatment and packaging of radioactive and hazardous waste, and regulatory issues.  While he was with Bechtel National and US Ecology he worked with numerous state agencies to obtain regulatory permits for handling radioactive materials in Tennessee, Washington and Utah. David also worked in the information technology services, quality assurance division for commercial and production facilities based on NQA-1 and ISO 9000.

From 1997 to 2000, David served in a variety of leadership roles in the Information Technology Division both for EET Corporation and US Ecology managing multimillion dollar contracts for the Department of Energy in Oak Ridge, TN. He also served as the Operations Manager, on the nuclear nonproliferation program under which the DOE provides equipment, training, and technical support to waste information management systems to enhance their capabilities to inventory and control nuclear and radiological material across sites in Oak Ridge, TN.

David also spent six years in 1987 to 1996 on the FUSRAP (Formerly Utilized Sites Remedial Action Program) with Bechtel National Inc, performing nuclear and radioactive material inventory control (BeCode Systems), and this system was used at commercial nuclear facilities. David spent 2 years at Peach Bottom Atomic Power Station and worked closely with Three Mile Island, and Limerick Nuclear Power Station as the lead bar code engineer. Todd Bates - Director of Technical Services, CHMM

Todd Bates - Director of Technical Services, CHMM

Mr. Bates is Director of Technical Services for Turnkey Transportation, where he manages the company’s contract with URS/CH2MHill (UCOR) and several clients on the Oak Ridge Reservation for waste packaging and transportation services for eight projects at the ETTP site. He oversees the transportation specialists who ship waste shipments to disposal sites around the country. He has supervised field activities such as lab packing, drummed waste services, remediation projects and industrial services. Experience working with clients on waste management, reduction, recycling, permit issues and interfacing with federal and state agencies on the client’s behalf.

Mr. Bates has 20 years of experience in radioactive and hazardous waste management, transportation, and disposal. He has served as Waste Management and Transportation Manager on 80 plus demolition and disposition projects, and has managed over 10,000 shipments of waste to date. He has expertise in managing personnel performing all aspects of waste management, characterization, profiling and storage activities at TSDFs.

Mr. Bates has a working knowledge and oversees a team of transportation specialists that use the Radio Frequency Identification (RFID) System on the UCOR project. The RFID greatly simplifies management and coordination of transportation between the DOE sites and the EMWMF by automating many processes, making them paperless, and by significantly reducing the number of security checks required for waste transportation. Dean Newton – Director of Information Technology

Dean Newton – Director of Information TechnologyDean Newton currently serves as the Director of Information Technology for Turnkey Transportation. He brings over 18 years of experience in the Information Technology field and has provided value to strategic IT initiatives which have had direct impacts on improving operational efficiencies, sustainable investments in technology and reducing environmental liabilities. Before his commitment to support initiatives within the federal area, Dean worked with venture capital organizations bringing new solutions and innovation to the private industry.

Dean has participated in multiple management and technical planning efforts for DOE, providing input and recommendations concerning infrastructure changes, implementation of new technologies, critical staffing decisions and business systems consolidation. He currently leads the expansion of the Radio Frequency Identification Transportation System and the integration of business systems supporting private cloud computing architectures.

Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community in which federal contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level allowing the federal government to be more strategic in their decision making process.

His latest project has impacted operational and environmental expenses in excess of 16M in savings across DOE EM, NNSA and the Office of Science. This project has supported over 52,000 on-site electronic shipments of hazardous materials for the Department of Energy’s operations in Oak Ridge, Tennessee and serves as a proof of concept supporting a movement to be electronic in-commerce with the Uniform Hazardous Waste Manifest. Dooley H. Buckner – Director of Regulatory Compliance

Dooley H. Buckner – Director of Regulatory ComplianceMr. Buckner has 21 years of experience in the project management, packaging, quality assurance for the classification and transportation of all classes of hazardous materials, hazardous wastes and mixed hazardous wastes for the US Department of Energy and the US Department of Defense. He was the Transportation Program Manager and hazardous materials packaging and transportation Subject Matter Expert at the ETTP, Y-12, ORNL, Paducah and Portsmouth Gaseous Diffusion Plants for 10 years under the Bechtel Jacobs contract with US Department of Energy’s Environmental Management Program.

During his tenure, he managed an average of thousands, in commerce, full truckload shipments of hazardous material and mixed waste shipments per year from these facilities. He has executed registrations and corresponds with senior level managers of the US Department of Transportation, Federal Motor Carrier Safety Administration, Pipeline and Hazardous Materials Safety Administration, Environmental Protection Agency, Department of Agriculture and the US Department of Energy’s’ Environmental Management, National Nuclear Security Administration and Office of Science programs.

He is a subject matter expert in the startup, operation and maintenance of transportation "Principle Place of Business", which contain records relating to driver qualification, drivers hours-of-service, vehicle maintenance files, hazardous material shipping data, and training. He has successfully authored and executed numerous Transportation Documented Safety Analyses required by Title 10, Code of Federal Regulation under Part 830 for Category I, II, III nuclear material. He authored, submitted and received numerous Special Permits from the US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration.

Mr. Buckner was the Program and Project Manager for the initial concept, design, installation, testing and operation of the RFITS onsite shipping system, which came on-line in March 2009. The RFITS system has produced over 53,000 full truckload shipments to date. He has served honorably for over 21 years in the reserve component of the United States Army, 10 years as a Nuclear, Biological and Chemical commissioned officer and 11 years as a Nuclear, Biological and Chemical senior non-commissioned officer with multiple overseas deployments to Iraq for Operation Iraqi Freedom. Randy Dillon - Director of Logistics Services

Randy Dillon – Director of Logistics ServicesRandy Dillon is currently the Manager, Transportation Services Section of Oak Ridge Associated Universities in Oak Ridge Tennessee and provides consultation work for Turnkey Transportation Services in the areas of Logistics Management. Randy has over 25 years of transportation experience all within the DOE and NASA complex. Randy the leads the LTL, Truckload, and Household Goods Bid preparation groups for DOE HQ.

Keith Jones - Senior Business Systems Analyst

Keith Jones - Senior Business Systems AnalystMr. Jones is a Senior Business Systems Analyst with Turnkey Transportation Services (TTS). Primary responsibilities include the continued support and ongoing expansion for the Radio Frequency Identification Transportation System (RFITS). RFITS is a paperless shipping system supporting DOE EM Oak Ridge Operations D&D waste shipments at the ETTP, ORNL and Y-12 sites. Current tasks include application development, system integration, developing business intelligence and reporting systems, as well as interactive dashboards. Mr. Jones is a Six Sigma certified Yellow Belt and has over 19 years of extensive creative and technical experience in computer graphics and design, digital image processing and photography, interactive media, graphical user interface design, and applications development.

His experience includes a wide range of customers, including Bechtel Jacobs Company, IPIX, MSS Clean Technologies, Performance Development Company, G.E. Capital Modular Space, American Magnetics, Ford, Saab, Watsons, Eli Lilly & Co., Oxford Instruments, and NASCAR Champions Darrell Waltrip and Jeff Gordon. In addition, Mr. Jones has over 10 years of experience overseeing all aspects of business operations, including experience managing creative department operations, team members, and coordinating projects from initial concept development through final delivery.
